No you can't upload the pics here.
You need to put them on a server somewhere, like Picomi, and you can then use the [img]url[/img] tags to insert them in your post.

As long as there's no spam posted on the forums, I don't see why we should delete some inactive user accounts.
Furthermore I don't see how deleting them would make the board more active.
