I honestly have no idea on what the implications are. And I don't know how good the border control people are at telling the difference between ivory and mastodon or walrus or resin or warthog tusk.

My guess is that they really won't be able to tell... and will confiscate or impound until it is proven one way or the other... small comfort for the musician!... probably take months or years to get the item back.
If it were me, for any instrument or bow travelling international, I would have any ivory removed, replaced with mastodon or bone and the ivory parts
preserved for authenticity of the item.
