The first part - I'll let someone who knows answer.
The end part - we must trim just about everything on a blank bridge to whatever degree we feel is necessary. If the dealer trimmed the bridge, instead of having it large all over, with excess material everywhere, well you can imagine the problems that would bring on!
Personally I don't trim ankles on student bridges at all - ever, because in my opinion, it just isn't necessary.
On professional bridges, they get trimmed (again, in my opinion) - often, to very different degrees - depending on a few things (like weight, tone, looks, etc.) _________________ Look,
