Too late for this, but I recall someone making the spools by gluing the board to the cork-sheet first, then using a hole-saw to cut and drill each spool in one operation, resulting in identical spools, already padded with cork.
All sorts of ways to do it.

I glued on a bunch of the little round felt circles that go under chair legs for hardwood flooring. I got them somewhere on sale so it didn't cost a whole lot and they were exactly the same size as my dowels pieces. Having said all that, I would make them out of cork if I were doing it again as they don't grip real well but they do work.
