I would like to know if anyone knows of a pc download/program that
can so down tempo. I am trying to learn a classical piece with a few
(ok, many) rough spots and need to slooooow down.

HI, MLM - we have a program called "Cool Edit," but it may cost a bit much - I don't remember. There may be a cheaper version out there that someone knows about. It works pretty well. Good luck, and if you find a cheaper (less expensive) program, I"m sure we would all like toknow of it! Shirley

I'm not sure if this is what you're looking for, but SmartMusic has an huge database of songs and instruction books. The music appears on the screen and the pages turn for you. It plays the accompaniment at whatever tempo you choose (and it also give feedback on your intonation). It's a pretty cool program. You do have to pay to access the database. There is a free version, but that's pretty much for recording and playing back with you recorded.
